Early Victorian Wooden Tipstaff with crown, and the initals P.P. on its reverse.

The tipstaff was originally a symbolic rod used in both law enforcement and ceremonial duties made of wood or metal, or sometimes both.

It represented the authority of the officer and his mandate to exercise the law. 

Many early tipstaffs could be unscrewed and a hollow aspect would contain a warrant appointing the holder to their position of authority. 

The tipstaff is undoubtedly where the modern day policeman's truncheon or baton originates.
